If bike has been sitting for a number of years, you most likely have leaking crank seals. Search this site for advice on testing for bad seals.

Dank, I just realized your a first time poster. Welcome to VJMOG, plenty of info and tips on your bike can be found here. On my first response to your problem I was taking you at your word when you said "They have been cleaned inside and out" however that job (carb cleaning) I've come to find out, means different things to many of our members. So don't take this the wrong way but, do you recall physically seeing daylight through your idle jets and their emulsion holes? Did you check the seating ability of the enrichment valves or are they partially open? Is your throttle cable adjustment spot on? Two strokes generally don't have a whole lot of bottom end, and won't start to pull strong until over 4K. Does yours run good from 4K to 7K?
If your sure about my questions then you should go forward with crank seal testing.
