The headlight switch on my 1973 cb500,on the right grip,appears to have three positions.
One marked H one marked L and a third that doesn't do anything.

The one mark H is hi beam,the one marked L is low but the third just stays in low,was it originally supposed to turn off the headlight?

The unmarked position should be all lights off. Look for a dirty or broken switch to be the problem. Running lights weren't required until '75 in US if I recall correctly (maybe later like '79 not sure).

I agree with Rizingson, but here is some additional background. It has three positions because the Japanese copied British bikes, which also had three-position switches. These were made by Lucas, and the positions were generally --

DIM, FLICKER and OFF

or

SMOKE, SMOLDER and IGNITE
