ok I finally got around to buying some new float valve and seats along with a whole carb kit for both cylinders. I installed them and set the float height, idle mix and idle speed and fired it up. It sounded better than before. After a couple of minutes of run time, I shut it off and pulled the plug. It is still black and sooty. I leaned the mixture out a little but it didn't do anything. There is still smoke coming from the one offending cylinder. It can't be a carb problem any more can it? Does this now mean I have to rebuild the top end?

A compression test will confirm whether oil can get into this cylinder easily to burn. If this test shows a significant difference in compression then you will have to investigate a bent valve, scored bore, broken rings or worn valve guides etc..
Simple, cheap and easy test that will save you time and money, good luck.
