It could still be the starter clutch, even if the starter doesn't work.

How can i determine this?

recommended troubleshooting method?

If need be i can pull the starter off my parts bike.

I really appreciate your guys help so far with this.

Starter clutch is screwed on to the back of the alternator rotor.
It spins all the time when the engine runs, even with no starter motor.
There is a circular plate, some throwout bearings, and some springs with caps - all of those things can go bad.
The fiche and the manual will both be illuminating as to its construction.
You can sort of scope it out by pulling off the left cover - oil, watch out !!
You'll be able to see the starter chain and sort of see the clutch.
To remove the clutch you have to pull of the rotor - $10 special tool required.

I'll goto the honda dealer and see if i can get a flywheel puller for it.

I'm still not able to exactly figure out how to get this thing tdc.
I tried your method but was never able to get it to.
Couldn't feel,hear air pushing at all.

If you slowly turn the engine with a wrench on the rotor, it gets to a spot where air escapes. It's not loud, but you can definitely hear it. When my son was helping me work on the bike this weekend, he asked "what's that noise?" When the air was escaping. It's not a high pitch noise, but lower. Kinda like a low, grumbly sigh, if that makes any sense.

Remove the tappet cover for the left intake valve. Then turn the alternator rotor CCW with a wrench while watching the left intake rocker arm/valve. You'll eventually see the rocker arm push the valve down, then release it. Continue turning the rotor until the LT mark aligns with the timing mark. You're now at left cylinder TDC with the left piston on the compression stroke.
