I slowly tapped those "rings" off of a customer's CB175 forks with a mallot and a large regular {flat blade} screwdriver.
It took a long time but, I did it without screwing up the edges.

I have been able to but a phillips bit on my torque wrench with a couple of adapters.
I figured they just needed to be good and tight like you said.
